Title: An Overview of Korea’s Digital Government Experiences
1. What lessons do you have from Korean digital innovations
and reforms in the public sector based on your viewing the given E-education
materials?
The material of Korean digital innovations and reform in the
public sector given by Prof Tae Jun (David) Lee makes my eyes open since this
such a thing that we need to do to get better life in recent era. With all
various services should be provided by government like paying taxes, getting
civil documents, grabbing more public information etc, we need to make
acceleration strategies not only in servicing public interest but also in managing
internal business process of governance.
Based on ideal description illustrated by the speaker, I can
learn that better system could reduce bad practices in governance process since
it could minimize interaction between citizens and officers. As far as I can
see, there are still some not ideal circumstances and some bad habits of
individual officers in giving public services if there is no additional fees to
pay to officers. When e-government comes, it could limit their coverage and
start new better habit which more convenient, more happiness.
Even though my country, Indonesia, is still far under
Korean's e-government index ranking, I'm optimistic, successful implementation
of e-government will be bright future for us to find better life. I imagine how
satisfied smile of citizen with easiness they got from public services. I bet
it leads them to be very happy with all taxes that they paid for.
2. What digital technologies and strategies incorporated by Korean
government would you like to adopt and apply into your country?
As I described before, nowadays Indonesia as a developing
countries are likely on fire to having more advanced technologies with many
departments of government racing in finding new systems on their business areas
for instances Interior Ministry with e-KTP, Ministry of Finance with their many
financial applications they built (taxes, customs, budget, asset reporting and
so on). It such good to have their spirit on building such business process
systematically, but all I can see that those kinds of project are not covered
in one single vision to make integrated governmental architecture in which we
can access of those database. Based on the materials given, I learned that Enterprise
Architecture (EA) with integrated database system, which acts as a
comprehensive digitization blueprint enables systematic management of digital
government, is one importing thing should be adopted. When all of database are
put in one single database or integrated system like what Korea e-government
have, we can get maximum benefit of the system we built.
