Selayang pandang perjalananan SIMAK BMN


It could be the end of an era once Simak BMN will be replaced with the new one “SAKTI”. No matter how it gave us any trouble in operating it, it’s our time to give an honour to SIMAK BMN which has been with us since 2008. As you can see at the picture below, a brief journey of Simak BMN has brought us to six times in unqualified opinion since 2011 for BA 015 level and for the first time to LKPP in 2016. Im not sure there is relation between simak and revaluation but coincidently when it appeared in mid 2008, it was the first asset revaluation and will be end when we have our second asset revaluation in 2017 - 2018.


Before SIMAK BMN
Simak BMN is an application system helping us to record assets and its transaction, reporting them by then. Before we have implemented SIMAK BMN,  we had SAAT and SABMN used to the same thing as SIMAK BMN with lower level tech for sure. SAAT never been completely used by all entities of MoF which replaced by SABMN since it was not easy to use. SABMN were actually had many similar features with Simak BMN. The former had limitation in data storing space due to built in Microsoft visual foxpro and the data put in the same folder with the apps. With amout of data used by more than 1000 entities in MoF, SABMN  cannot handle it anymore.

SIMAK BMN
SIMAK BMN was born in mid 2008 to deal with many flaws of the anchestors. SIMAK BMN can be named as succesfull apps with many acchievements in ten years period. Been implemented in all minitries in early periods of its launching was a great step at that times which ICT (information and Communication Technology) was not familiar in our governance such nowadays. Built in Mysql database system, SIMAK BMN can deal with a large number of data which had been the most obstacle as the previous ones. In line with the journey of accounting system based on cash to modified cash-accrual to accrual system, it has been adjusted with all of them as in 2013 SIMAK BMN was modified to deal with implementation of depreciation in asset. This was the first time our asset has been disclosed with book value as a preparation to the next level in 2015, let’s say accrual accounting system. Time goes by and we are here now because of Simak BMN as part of it.

After SIMAK BMN
As a natural selection, the better the winner, ICT is always moving and improving.  As almost a decade Simak BMN becomes a backbone in asset accounting and management system, the day has come to say goodbye and starting to greet the newest ones. SAKTI is a comprehensive financial system started planning, execution and reporting budgeting system. It’s designed in single database unifiying all existing application system. With realtime and online system, everything happen is in our control. So the future is here: Welcome SAKTI – all my honour and big thanks SIMAK BMN.

People you may know
Yup, without any disgrace to others, I would like to give a credit to some people in the journey of Simak BMN in MoF, in my surrounding at least. These are people who have been involved for years either in operating or in producing of Simak BMN. Here they are:
1.     Agung Triyanto
First of all off course the founding father of Simak BMN who have been creating the program, making it improved and advanced since it was born until the end of 2015 – continued by yusuf by then.  When you see him you could be trapped to think that he’s older than you think due to gray hair dominating all his  hair. Smart thinker, humble and religious are the things I can say about him. After a few more years I knew him, it’s just aware that he was from my chilhood city of Klaten bersinar… yup he’s my neighbour for sure. 
2.      TJ
This one is the longest-period operator of Simak BMN in Echelon I Directorate General of Tax or could be in history of MoF though. As an operator of Echelon I, First I saw him, it made me nervous since he looked mastering on it but ignorant, stern, easily being angry when reviewing his operators doing in lower level (UAPPB W). Once I heard many operators of UAPPB W were worrying to have checked by him in reconcilation data of Simak BMN. And yup, here he was. With many excellences he have, he’s still here in more than a decades operating asset information system in the biggest directorate general of MoF. But now he looks more calm and more patient – longer and closer  I know him, all I can say he’s actually a good and kind person. What makes me surprised was when he got fighting to save his little kenzi from his illness and being viral at times. Big salute I pay on him who fighting all he can to his family. Trials and issues just stepping stone, it teachs us how to jump higher. Hope you always on fire and be healty…!!  
3.     Hadian “Untung” Wirmansyah
Native product of Rokap (State Asset Management Bureau), versatile on many things, deep analysis, quick learner, careful on data and never give up on his job he had. His skill in Simak BMN was much over than others. He can easily managing asset data using queries he made. Eventhough he’s not exposed in Simak BMN anymore, I keep giving my honour to his ability on analysing transaction of Simak BMN. 
4.     Cundoko
Friendly, dilligent and helpful were his character he had making people around him feel safe and comfort. He was at BapepamLK before it was licudated and at Directorate General of Customs in about 2012. In his period in DJBC was not that long time but he gave much more good impact to his organization and successors. It used to be felt as an exile when employees put at general affair division but now many young employees with high spirit in doing all the such things. Respect to all what he’s done, hope those could be one of your good deeds accompanying you in your everlasting world. See you friend…!!!

Pengembalian Belanja sebagai transaksi antara pada revaluasi BMN

Gkn Banda Aceh terdapat permasalahan terkait revaluasi BMN yaitu pada awal Januari 2017 kpknl mengambil saldo simak bmn GKN Banda Aceh. Pada semester 2 baru diketahui ternyata ada pengembalian belanja di akhir januari 2017. Hal ini menyebabkan perbedaan nilai koreksi penilaian antara Simak BMN dgn LHIP. Bagaimana treatment terkait kondisi ini? Ulasan: Secara umum pengembalian belanja (modal) akan berdampak penyesuaian nilai aset terkait perolehan maupun pengembangan pada aset yang bersangkutan. Hal ini dilakukan agar nilai aset mencerminkan nilai perolehan sebenarnya (realisasi belanja). Pengembalian belanja dapat terjadi untuk belanja periode berjalan maupun belanja yang terjadi pada periode lalu. Pengembalian belanja periode lalu akan mengkoreksi saldo ekuitas dalam laporan perubahan ekuitas sedangkan untuk pengembalian belanja tahun berjalan akan mengkoreksi nilai aset di neraca. Hibah barang belum diregister, perlukah dicatat?

"Dalam suatu sesi, salah satu satker mempertanyakan ketentuan penatausahaan mengenai hibah.  Diceritakan bahwa satkernya mendapat hibah barang dari pemda pada tahun 2015. Atas transaksi dimaksud, dia mencatatnya sebagai hibah pada tahun 2016 sesuai dengan dokumennya berupa berita acara serah terima yang telah ditandatangani oleh kedua belah pihak. Namun ketika satker dimaksud melakukan rekonsiliasi dengan pengelola barang, satker diminta untuk melengkapi dokumen pengesahan hibahnya dan sebelum dilakukan pengesahan maka barang dimaksud belum dicatatkan dalam daftar barangnya." kantor baru

Sehari selepas genap usia empat dua, arah perjalanan karierku tiba-tiba berbelok. Kali ini, aku mampir di salah satu kementerian yang bergelut di bidang perumahan. Sebelumnya, aku berada dalam kondisi yang bisa dibilang "nyaman" di kantor lama—dua puluh tahun sudah kulalui di sana. Namun, tuntutan untuk naik grade ternyata bukan sekadar wacana. Di tengah berbagai peluang yang belum juga membuahkan hasil, datanglah satu momen yang menjadi titik temu antara penantian dan penawaran. “Bud, mau nggak ke kementerian baru?” tanya salah satu atasan. “Ehhmmm... boleh,” jawabku singkat. Dan dari situlah prosesi penugasan ke kantor baru dimulai. Tepat pada tanggal 21 Februari 2025, di aula utama Kementerian PUPR, kami berdiri di hadapan menteri pilihan Presiden Prabowo untuk menjalani prosesi pelantikan.
